EMC DIRECTIVE
On March 29 of 2014,the European Commission published a number of directives which recasts the CE mark in order to comply with the European Commission's new legislation framework (NLF). Under the new legislative framework, the operator can provide individual Declaration of Conformityfor each product.At the same time, the label requirements and traceabilityrequirements for various products are the same.
Updated numbers for EMC directive is 2014/30 / EU, and it will take effect on April 18, 2014. The old EMC directive 2004/108 / EC will be abated on April 20, 2016.
The products covered by new directives contain new products put on the EU market and products supplied in various ways, including remote sales products. However, it does not apply to the special assessment suite which is only used to research and develop facilities.
Distributors shall make reasonable transitional arrangements before the new directive (2014/30 / EU)completely replaces the old directive (2004/108 / EC) and put the order product (that is inventory of equipmentprovided to the distribution chain) on the market.
The new directive clearly states obligations and responsibilities which should be taken by various operators (i.e. manufacturers, authorized representative, the respective representatives, distributors, importers and their respective representatives of related products) .
The new instructionformulates detailed provisions of the notice of Conformity Assessment Bodies. Tt points out all the requirements and obligations of the announcement institutions. It also points out all the requirements and obligations, application, alteration, operation, appealand coordination of Notified Bodies.as an assessment institution which has a long history, Germany Rhine TUV Rheinland has multiple authorization proclamation agencies.
The new directive specially says that manufacturers can reduce the procedures of application for conformity assessment through internal production control method (attachment 2) for the basic requirements at some aspects. For basicrequirements at other aspects, it can be based on the internal production control method (attachment 3) and assessed by The EU inspection procedures.
The new directive puts new requirements into technical files:
--Design concept and manufacture image, as well as the component scheme, subassembly, principle, etc.
--Necessary description and instructions to understand those images, schemeand the equipment operation.
Manufacturers should label the CE mark on each individual devicein order to meet the appropriate requirements of this directive. They should also make the EU compliance statement in writing for equipment models. When their devices have been put on the market, the statement should be kept with the technical documents together. Until 10 years later, it still can be disposed by the national agency.
The conditions of noncompliance with the official form are listed in the new instructions. The new directive points out that any member of states should ask the relevant economic operators to correct the inaccurate conditions, or the relevant membersof states shall take all appropriate measures to restrict or ban the equipments which have been put into the market ,or ensure the equipments in the market have been recalled or withdrawal.
Each member of states shall establish relevant punishment rules which are suitable for the operatorswho are in violation of state law. Each member of states shall take all necessary measures to ensure that punishment rules are implemented which may include a serious violation of the criminal punishment.
Update 2014/35 / EU (LVD)
In order to adapt to the New EU legislation Framework，the EU's official journal unveiled a new version of the low voltage directive 2014/35 / EUto replace the existing low voltage directive 2006/95 / EC.
The new directive will be executed on April 20, 2016. Each member must finishlegislative process before April 19, 2016. In other words, VOC which is based on the old low voltage directive will not be accepted after April 20, 2016.
Involved products: electrical devices whose rated voltage ranges from 50-1000v(ac)and 75-1500v (dc).
The new directive is designed to ensure that more convenient access to markets and higher levels of protection of consumers' lives and property:
clear about the responsibility of the manufacturers, importers and distributors.
Electronic means is more widely used in the conformity certificate.
The safety of the consumer is more secure by consummating the defects or unsafety and product trace system and perfecting the eligibility assessment system and supervision.
Make more complete market supervision agency to track and prevent the import of dangerous products.
The new directive clarifies that manufacturers should take the responsibility ofconformity assessment alone. Notified bodies will no longer intervene eligibility assessment procedures.
